Discussing the cases of piracy by armed ships subordinated to Soviet Government who becoming a serious treat to trade and fishing sea ships mostly in North waters, although there were cases in Baltic and Black sea also. Describing the case with Norwegian ship "Staalis" that was taken over by Russians who put an armed team and took two sailors as a hostages. Same day another Norwegian ship was taken over and sent to Murmansk. Signed by Trotsky (addressed to Sklyansky) in red pencil. Also signed by E. Sklyansky in bold pencil, first deputy of Trotsky.
